APPLICATION CRITERIA

Income

Every household must demonstrate combined gross monthly income equal to the greater of: (a)

three (3) times the household's portion of rent, or (b) one (1) times the full contract rent. Income

from all adult household members may be combined, and all lawful sources of income are

accepted on equal terms.

Subsidy and voucher applicants. For applicants with a Housing Choice Voucher or other

subsidy paid directly to BLDG PM, the voucher amount is credited toward the full contract rent,

and the household's portion is the balance remaining after the subsidy. The 3x multiplier in (a)

above is applied only to that remaining household portion.

Asset alternative. Households that do not meet the income standard may qualify by

documenting combined liquid assets equal to 24x the tenant portion of rent.

Rental History

• Minimum twelve (12) months of verifiable rental history from an independent third-party

landlord.

• No unpaid balance owed to a prior landlord.

• No prior eviction judgment (dismissed, sealed, or vacated filings are not considered).

• Applicants with less than two (2) years of verifiable third-party rental history are required

to provide a qualified guarantor.

Credit

• Credit score of 650 or above: automatic pass.

• Credit score 580–649 or no credit history: reviewed for compensating factors.

• Credit score below 580: may qualify with a qualified guarantor.

• No active collection accounts. Collections that are paid in full, successfully disputed, or

on a documented payment plan with at least three (3) months of proof of on-time compliance are acceptable.

• Student loan balances are excluded from credit review.

Income Verification

Employment income is verified directly with the employer through a corporate email domain that

matches the employer's verified business domain, or through Plaid bank-linked verification, or

through documented ACH direct deposits identifying the employer by name on recent bank

statements. Non-employment income (benefits, subsidies, pensions, child support) is verified

through the issuing agency or official documentation on the same terms.

Guarantor

A qualified guarantor submits the same application materials, demonstrates gross monthly

income of at least 5x the tenant portion of rent from any lawful source, meets the credit

standard, and is jointly and severally liable for the lease.

Criminal Background

In accordance with the Cook County Just Housing Amendment, no criminal history is

considered during pre-qualification. Only after pre-qualification is a criminal background review

conducted, and only convictions within the past three (3) years are considered, subject to a

documented individualized assessment and the applicant's right to dispute.
