How to Apply for an Affordable Unit
1. Contact the Leasing Agent
2. Tour the unit (affordable or comparable market-rate option available)
3. Complete an application (includes screening criteria & required forms)
4. Application Screening
5. Income Eligibility Review
6. City of Chicago Review & Approval
7. Lease Offer (if approved)
The City reviews income eligibility within 10 business days of receiving a complete application package. Income Requirements
To qualify:
• Household income must be at or below the applicable Area Median Income (AMI)
• Rent must not exceed 40% of household income
• Final eligibility is reviewed and approved by the City of Chicago Department of Housing (DOH)
Pay Required documentation may include:
• stubs or tax returns
• Social Security or benefit letters
• Bank statements
• Employment verification
• Tenant Income Certification (TIC)

No Discrimination – Fair Screening Rules
Affordable housing applicants are protected under federal, state, and local fair housing laws.
Screening cannot discriminate based on:
• Race, color, religion
• Gender identity or sexual orientation
• Disability
• National origin or ancestry
• Marital or parental status
• Military status
• Source of income (including vouchers)
Credit Screening Protections
• Applicants cannot be denied solely due to low credit score
• No denial for:
o Lack of credit history
o Debt-to-income ratio
o Housing court history
• Applicants must receive:
o Individualized review
o Opportunity to provide mitigating information
o At least 10 business days to submit supporting documents
Positive 12-month rental payment history can qualify an applicant.
Criminal Background Screening
• No criminal background check during prequalification
• Only convictions from the past 3 years may be considered
• Arrests without conviction cannot be used
• Applicants receive:
o Individualized assessment
o Copy of background check
o Opportunity to dispute inaccuracies
o Right to provide evidence of rehabilitation
Certain exceptions apply for registered sex offenders.
Accessible Unit Preference
• Accessible units are marketed separately for 6 weeks.
• Reasonable accommodations and modifications are available.
• Documentation may be requested if disability is not obvious.
Family-Sized Unit Preference
Units with 2+ bedrooms are prioritized for multi-person households for the first 6 weeks of marketing:
1 Bedroom 1-2 Persons
2 Bedroom 2-4 Persons
Fees
• No application fees (except reasonable credit report fee)
• No excessive deposits
• Move-in fees cannot exceed 30% of monthly rent
• Fees must match what is required for market-rate units
Student Status
Full-time students are generally not eligible unless they meet specific criteria (e.g., TANF recipient, foster care history, job training program, single parent, etc.).
If Your Application Is Denied
You have the right to:
• Receive a written denial notice
• Appeal within 10 business days
• Submit additional documentation
• Receive a final decision from DOH
